Zoning Verification – Applicants will be required to submit a Zoning Verification request to ensure that their proposed property complies with the City’s zoning regulations by Thursday, November 30, 2023 at 2 p.m.
Mandatory Pre-Proposal Meeting – Interested applicants will be required to attend this mandatory, in-person meeting that will be held on Thursday, October 5, 2023 at 11 a.m. in the City Council Chambers. This meeting will include a review of the City Website, Point of Contact, Communications, relevant City Codes, RFP document, and Proposal Submittal requirements, among others.
What License Types Will Be Available in Covina?
Covina will be accepting applications for both Storefront Retail Dispensary Licenses and Cannabis Microbusiness Licenses. The city will allow a maximum of three licenses with a retail component in the city – this includes microbusinesses with a retail component.
Will Real Estate Be Required?
Covina will be requiring applicants to provide proof of site control (via signed and notarized purchase agreement, lease agreement, letter of intent to lease or proof of ownership) at the time of application.
It is important to note that while the final application is due by December 20th, applicants will need to submit their properties for zoning verification by November 30th, so it is imperative to get a head start on securing the perfect location.
How Will Covina Cannabis Licenses Be Awarded?
Covina’s will award licenses in a four phase merit based application process. Phase I will be a quick check to make sure the applicant meets all of the basic criteria of the application. In Phase II prospective cannabis businesses in the city will have their applications judged on a variety of scoring criteria like neighborhood compatibility, past cannabis business experience, business plan and community benefits plans.
These proposals will be evaluated by the City’s third-party consultant/evaluator and a committee of City representatives. Top applicants from this phase will move on to in person interviews and presentations to the review committee for final selection in Phase III. The top three applicants chosen will move on Phase IV, in which they are given 60 days to pre-apply for a Conditional Use Permit at their desired location.
