The application must be completed and submitted in the Accela Cannabis Customer Portal.

- Retail Cannabis Consumption Lounge: Must be “attached or immediately adjacent to an adult-use cannabis-retail store.” 10 of these licenses will be available to existing retail operators
- Only the owner of a licensed operational cannabis sales facility may be eligible to apply for a retail cannabis consumption lounge license.
- Independent Cannabis Consumption Lounge: Not attached or immediately adjacent to an adult-use cannabis sales facility
- 20 of these licenses will be available, 10 will be reserved for social equity candidates
- An independent cannabis consumption lounge shall enter into a contract with one or more adult-use cannabis retail stores to sell to the independent cannabis consumption lounge.
- Any person may apply for an independent cannabis consumption lounge license; however, any one person may not hold both a retail cannabis consumption lounge and an independent cannabis consumption lounge license

- Lottery system
- Consumption lounge licensing has a two-stage licensing process. An applicant must meet the minimum scoring guidelines in the initial licensing application and be selected by the random number selector for a prospective license. Applications will be scored for timely submission and completeness of submitted information.
- For the prospective license holder to receive a conditional license, the applicant must be found suitable by the Board only after Board Agents complete a suitability investigation.
- An applicant who receives a letter informing them that they have been selected for a prospective license must upload the following documents within 120 days of receipt of such letter to proceed to the suitability investigation by Board Agents.
- Applicants must file for a Nevada state business license through the Secretary of State’s office.
- Applicants must submit an application for a cannabis consumption lounge agent registration card.
- Local Jurisdiction Control
- Local jurisdictions retain authority to set restrictions such as limits or moratoriums regarding cannabis consumption lounges.
- Applicants are required to comply with the applicable licensing and permitting for all local jurisdictions in which you intend to operate. Obtaining a state license does not guarantee a license in a local jurisdiction.
- Social Equity Information for Nevada Consumption Lounge Applications
- 10 reserved independent consumption lounge licenses reserved for them in first round (50% of all amounts must be awarded in future rounds as well)
- social equity applicants shall have the administrative processing fee reduced by 75%.
- Qualifications
- Have at least 51% ownership in the business;
- Have resided in one of the following census tracts nationwide for no less than the previous five years meeting the following two criteria:
- A census tract with an Area Deprivation Index score of seven (7) state-only decile or higher; and
- A census tract that has a minimum incarceration rate in the 90th percentile, or roughly 3.3% or higher, of everyone who grew up in the census tract was in jail or incarcerated at the time of the 2010 Decennial Census.
- Included in one of the following categories
- Convicted of a non-violent felony and/or misdemeanor cannabis offense; or
- Their immediate family member (parent, sibling, or child) was convicted of a felony cannabis offense and who lived in or currently lives in a census tract, designated by the Board.
Processing Fees for NV Cannabis Lounges
- A one-time, non-refundable processing fee of $100,000 is required for an application for a retail cannabis consumption lounge.
- A one-time, non-refundable processing fee of $10,000 is required for an application for an independent cannabis consumption lounge. For a qualifying social equity applicant, a one-time, non-refundable processing fee of $2,500 is required for an independent cannabis consumption lounge application.
